Sažetak
A literarily competent person should end their elementary education by both mastering the basic orthographic principles according to which written communication takes place, and by having developed the production skills necessary for writing texts. This mainly refers to the type and form of letters, the correct writing of words, sentences and texts, the correct use of punctuation marks, typographical conventions and logograms (CEFRL 2001 ; ZEROJ 2005). The acquisition of the orthographic competence is especially important in early language discourse because elementary school students begin learning the standard Croatian language from the plurilingual point of view, primarily vertical but also horizontal (Pavličević-Franić 2011). The literacy process begins with the teaching of the initial reading and writing, and continues with oral and written language expression and language learning (grammar and spelling). At this early age the language skills of speaking and writing (i.e. speech recording) intertwine, so the insufficient mastery of the grammatical and lexical knowledge in the oral code is also manifested in the written code. The transmission of the linguistic elements is most commonly associated with a speaker’s native idiom and, as expected, with a large number of Anglicisms, which are mostly not adjusted to the Croatian spelling system. In such linguistic and non-linguistic conditions, the written language of elementary school students is characterized by the interfering relationship, leading to the creation of an interlanguage field. This is the field characterized by an overlap in the language codes that may have positive but also negative consequences for the development of linguistic competence in general. Since the PISA results (Programme for International Student Assessment) confirm that the language literacy of Croatian students is below the European average, the aim of this paper is to determine the level of the orthographic competence of elementary school students by comparing the results of longitudinal studies carried out over the course of ten years (Pavličević-Franić and Aladrović Slovaček 2006 - 2016). The development of functional literacy is a complex and long-lasting process involving physical activity (motor and visual) and psycho- cognitive activity. As an important factor in mastering the mother tongue, special attention should be paid to functional literacy in elementary education. Therefore, the results of these studies can initiate future positive modification in the development of literacy in early language discourse.
