Sažetak
The principal objective of this paper is to draw attention to the need for the Ministry of Finance (MF) to start managing the cash and liquidity of the Croatian Budget in order to restrain and slow down the growth in short term public debt. For this rea son in the sequel we shall put forward the basic principles and objectives, explain the problems and the institutional changes, and the existing situation in the management of cash and liquidity. The conclusion will state the main barriers, the possible problems and proposals for a high quality cash and liquidity management for the Croatian bud get.
