Sažetak
In 2007 the EC announced the Integrated Maritime Policy (IMP), which was a response to much more intensive exploitation of the seas and oceans and increasing competition to win access to the maritime area. Additionally, the economy based on maritime resources is becoming much more important in the realisation of the Lisbon Strategy (and now the strategy Europe 2020), because of its potential. In the IMP 10 main goals were indicated as the basis of sustainable development of maritime economy – less risk of the conflict of interests and greater opportunity to achieve synergy effects. The main problem in the implementation of the IMP is the issue of governance. European strategy is based on the top-down management, although the management of different spheres of maritime economy is bottom-up. Now, the most important question is – how the countries’ maritime policy suit the European policy? Do the national strategic documents guarantee the sustainable development of coastal regions, countries and the whole European Union? The purpose of this survey is to find the answers to these questions using the comparison analysis of national maritime policies (Polish and Croatian) and the IMP. The main criterion for the choice of Poland and Croatia is the fact that they both belong to different sea basins. And for both the maritime economy in the national economy has a different meaning (Poland is almost 6 times greater than Croatia, but the Croatian coastline is more than 7.5 times longer than the Polish one). The goal of this research is to valorize the factors of different policies: Polish and Croatian, so that they could be improved, and be successful. The main research hypothesis is: too great differentiation between the national maritime policies and the European maritime policy will diminish a chance to realize the aims of the Integrated Maritime Policy.
