Sažetak
This paper indicates the importance of converging the entrepreneurship incentive programs of local self - government units (LSGU) with the strategic documents at a higher level, or more precisely with the national and European strategic framework for entrepreneurship development. One of the documents at those levels are the Strategy of Entrepreneurship Development in the Republic of Croatia 2013 – 2020, and the Europe 2020 strategy. In that sense, the inclusion of these strategic guidelines and its elements in the criteria framework for inciting entrepreneurship of LSGU can be proposed. It is undoubtedly that a complete framework for inciting entrepreneurship of LSGU should be based on a wide range of criteria, from the obligatory and specific ones whose purpose is to comply with the formal framework for inciting entrepreneurship of LSGU, to the substantial criteria such as the impact of small and medium enterprises on economic growth of the LSGU, or the criteria regarding the contribution to the wider community, and some others as well. Among many criteria for inciting entrepreneurship of LSGU, the focus in this paper is set on the convergence criteria of the local entrepreneurship incentive programs with the development strategy of the Republic of Croatia and the European Union. Convergence criteria imposes as a natural and necessary strategic direction for entrepreneurship development in the LSGU.
