Sažetak
The higher education system, as a key element in creating a knowledge-based society, is faced with many challenges which are arising from the process of globalisation, but also from the increasingly dynamic technological development. The necessity of realising the high priority element in higher education, as reflected in the increase of highly educated persons, is demonstrated through increased investments in the higher education system. For the purpose of assuring the qualitative functioning of the higher education system in the Republic of Croatia, establishing the sources of funding is of key and correlative significance. The legislative framework which regulates the sources of funding for higher education is present in the form of the Scientific Activity and Higher Education Act, the provisions of which indicate that the predominant share of the funding sources is from the state budget. Besides public funding through the budget, as well as through other significant "national" funding sources, EU Member States now have equal participation opportunities through the resources of the EU funds. This paper shall present the fundamental determinants of the binary system of higher education in the Republic of Croatia through the structure of higher education institutions, with special attention to the funding sources that higher education institutions require to meet the parameters set by the system.
