Sažetak
This book traces much of the variety of policing that takes place today under the sign of community policing across the globe. The most central meaning has been that community policing refers to policing that takes place with the active support of citizens. The idea of this kind of policing is most difficult to grasp because it means different things to different people. But, Croatia chapter covers: the origin of community policing in Croatia, how does community policing work there, what community police actually do, the relationship of community policing to the criminal justice system, and finally, the effectiveness of community policing in Croatia. The strategy of community policing in Croatia was expected to influence positively public perceptions of the police, increase the ease of identifying and recognizing the local community policing officers, and develop close relationships between citizens and the police. To achieve a successful transformation of the police, the Croatian reform included several aspects that targeted all organizational levels, from individual police officers to the organization as a whole. In particular, the six projects were: Reform of the uniformed police ; Development and enhancement of criminal prevention ; Organization of prevention in local communities ; Reform of public relations ; Reform of the system of police education and professional development ; Internal democratization of the police. Despite of the reforms and positive trends, the Croatian police are still in transition, and the process is far from complete. The strategy of community policing – emphasizing the change in the way police officers see and perform their roles, accepting the view that the police are a public service. And changing the role of citizens and local community in the creation and maintenance of safety has not completed.
