Sažetak
The Services Directive is transposed into the Croatian legal system by the combination of a horizontal law, the Services Act from 2011, and sector-specific legislation. The introduction of the fictitious authorisation in cases when the administration does not address the proposal in due time, the implementation of electronic procedures and the creation of the Point of Single Contact have improved the administrative procedures regarding the provision of services and the right of establishment. However, Croatia still faces challenges regarding the full implementation of the provisions and principles of the EU Services Directive. The Services Act certainly supports the abolition of discriminatory and particularly restrictive requirements in certain sectors. However, there is still room for de lege ferenda improvements towards an even more liberal market.
