Sažetak
Konjic was the first "Open City" in Bosnia- Herzegovina that saw active collaboration of local authorities with international community to ensure successful minority returns. However, without instant success, the international community called off aid programs, which ensured that the loss would be double. The nationalists were reassured that their obstructionism does work, whereas the moderates saw that openness does not pay in the end.
