Sažetak
Legitimacy, accountability and trust are not in themselves sole markers of democratic practice in cultural policy, but are consistent with the right-claiming conception of citizenship and participation. Insomuch, the decline of those categories becomes closely interrelated with growth of populism, which is most noted in the cultural domain through excessive instrumentalisation and reduction of culture and the arts to the developmental concerns in business and politics (Silver and Clark, 2014). We trace the counter-tendencies to the populist orientations in the cultural policy in emerging practices and new approaches in cultural governance that entail contemporary (re)interpretations and practical applications of democratic cultural policy promise ; cultural democracy, access to culture, participation and inclusion. These counter tendencies involve new institutional and governance frameworks in culture that are dissonant with the prevalent cultural policy rhetoric as they capture the directions in cultural development that transgress utilitarian and instrumental approaches to culture.
