Sažetak
Main challenges of national regional policies are usually a consequence of significant differences in economic performance levels between administrative regions within individual countries. These differences are commonly measured and expressed as deviations in the level of GDP per capita compared to the national average. However, it is not possible to identify fundamental causes of regional economic inequalities in a particular country by applying such analytical approach. It is only possible to generally assess the current level of these inequalities. In this regard, it is much more important to carry out the decomposition of GDP per capita change at the regional level by individual factor components and to analyse and compare the contribution of each of the components to the mentioned regional economic disparities. In this way one can give qualitative comparison of basic determinants of regional economic performance and determine key economic priorities for national regional policy. This is particularly important for Croatia, which has been facing the problem of growing social and economic inequalities for a number of years. Therefore, in order to determine and investigate economic causes of regional inequalities in Croatia, the authors apply a decomposition approach to the analysis of differences in GDP per capita between all Croatian counties in relation to the national average. The results of the study may be of great use for future direction of Croatian regional policy.
