Sažetak
Social entrepreneurship is a relatively new concept in the Croatian context, so it is faced with numerous challenges regarding financing, the legal and the institutional framework, and the way the concept is understood in policy-making and the public context. In 2015, the first Strategy for the Development of Social Entrepreneurship in the Republic of Croatia for the Period 2015–2020 was adopted. The four main dimensions of the strategy will be addressed in detail: 1. the legal and the institutional framework, 2. the financial framework, 3. education, and 4. visibility and recognition. The paper analyses the main challenges in the implementation of the strategy, considering developments in the sector but also recent developments in the broader third sector and the socio-economic context in Croatia. This may offer valuable insight into the current state of social entrepreneurship in Croatia, as well as the overall potential of the strategy to be a carrier of its development
