Sažetak
In the previous paper1 authors compared the Republic of Croatia with 18 transitional countries and 4 less developed EU countries through efficiency assessing. The regression analysis was then used to select unemployment rate, gross domestic investment as percentage, gross domestic product per capita and real gross domestic product per capita as relevant variables. In addition, the Data Envelopment Analysis (DEA) was used in order to rank the Republic of Croatia as well as to find the sources and amounts of the inefficiences. The DEA is a relatively new methodology, which enables a comparative analysis of the efficiency of the decision-making units with homogenous inputs and outputs. We used the CCR model as one of the fundamental models of the DEA, named after the initials of its authors: Charnes, Cooper and Rhodes. The output for the comparison of Croatia with selected transitional countries and less developed EU countries through the efficiency assessing by the DEA was the GDP per capita, whilst the unemployment rate and the gross domestic investment as the percent of GDP were selected for the inputs. This paper presents an extension of the previous analysis: it uses a greater set of relevant countries and includes categorical variables in the DEA models. If we evaluate the efficiency of the DMUs which operate under different conditions, like transitional and EU countries, it would be proper to allow something in the way of “ handicap” when evaluating them. In order to obtain more refined evaluations and insights we classify countries in different categorical classes ranging from category 1 (representing the most disadvantageous situation) to category 2 (representing the most advantageous situation).
