Sažetak
The article discuses the concept of the balance of power as a "common law of nations". Its source as a regulating principle of inter-state relations stems from international culture and commonly accepted norms and values. Thus, special attention is given to the writings of Edmund Burke and Hans J. Morgenthau, who both shared similar understanding of the balance of power concept.
