Sažetak
The long-term adequacy of the power system is endangered because the market signals from energy- only markets cannot incentivize investments in flexible generation. Since a rapid decarbonisation of power generation system is not possible without sufficient generation flexibility, other market mechanisms able to provide sufficient revenues to flexible plant operators, while not distorting the energy-only part of the market, must be created. In this review article, we will provide an overview of rationale behind the expected soon-to- be creation of “capacity remuneration mechanisms”, and the methods envisaged by the European Commission and other EU institutions, that are supposed to provide adequate state aid to such generators, and preserve fair competition conditions to others. We will briefly analyse each of the capacity mechanisms from the standpoint of their respective economic efficiency.
