Sažetak
Control of local governments in Croatia is manifold and becomes more and more complex. It started in the early 1990s as the control of legality, but financial control was added soon. For more than a decade, the control system was hierarchical, not fully in line with the standards of the European Charter of Local Self-Government. New constitutional principles enacted by the constitutional reform of the year 2000, as well as the Law on Local Self- Government of 2001, harmonized the control system with the standards of the Council of Europe. Transparency control became a new issue during the 2000s, with open access to public sector information, imposing standards of financial transparency, anticorruption, prevention of the conflict of interest, and other measures. Although the tools such as participatory budgeting, performance measurement, ethics and quality control are not sufficiently applied and developed, it seems they will be a hot issue during the 2010s. According to the included bodies and subjects, control can be systematised as the administrative control (control of administrative bodies and the Government), judicial control (of the Constitutional Court, the High Administrative Court, other courts), the independent state bodies’ control (the State Audit Office, the Public Information Commissioner, the Public Procurement Commission, independent regulators for network industries, etc.), and civic (NGO and citizens’) control.
