Sažetak
Starting from the fact that only two Croatian cities have prepared and adopted the Smart City Strategy and that only twenty cities have developed smart projects in different sectors (urban transport, urban mobility, energy efficiency, etc.), the purpose of this paper is to present the current experiences and challenges in implementing the Smart City model and development of Smart City indicators in Croatian large cities. The special focus is on local innovation capacity aiming to develop and implement digital policies that can transform day to day life for residents, workers and entrepreneurs. This is important because one of dimensions of Smart Cities is an innovative and effective resource management, as well as innovative and effective governing of processes and public services. This enables the application of advanced digital technology solutions using advanced tools to access structured data necessary for good decision making. The role of Smart Cities is to link cities, industry and citizens to improve urban life through using innovation potential and more sustainable integrated solutions. One of the examples is research on accessibility of city data. In addition it is necessary to make them user friendly that will allow citizens to gain information on new public services and solutions to urban problems. The results of this research will be (i) estimation of city development index using principal component analysis, (ii) ranking of cities by degree of economic development, and (iii) proposing to policy decision-makers adequate measures to promote smart, locally led development.
