Sažetak
In the year 1996. only 8 percent of Croatia&#8217 ; ; ; ; s merchant fleet capacity, expressed in GT, sails under Croatian flag. In the same year the share of national shipowners in the port traffic of Croatians ports is 9, 1 percent. The share of foreign flag which amounts to 90, 9 percent is considered unfavorable, particularly in view of integrational processes in European and North American countries aiming at single markets. Namely, these markets are already characterized by internal openness and growing protectionism against the outsiders. Under such circumstances the Croatian shipowners&#8217 ; ; ; ; orientation towards cross trade could be extremely risky. The maritime policy of the Republic of Croatia should at the same time stimulate national shipowners to participate in the national port traffic and in the international maritime transport market. Simultaneously efforts have to be made to increase the number of Croatian merchant fleet shipowners that sail under Croatian flag. For that reason a consistant maritime policy has to be defined.
