Sažetak
All countries that intend to develop tourism in their area should adopt a specific tourism policy for several reasons, of which the most important are economic. The purpose of carrying out a tourism policy is efficient achievement of the set tourism objectives while activating certain economic or non- economic tourism factors, using the relevant tourism organisations, tourism legislation, or other measures and plans. Over time, the European Union has become the leading tourist region in the world, and as the leading region of the world, it has built many factors of common tourism policy by which it has developed unique criteria of the tourism industry and general rules of business operations for all its Member States. The European Union is currently the most powerful economic integration in the world. This conglomeration has approximately 496 million inhabitants and makes a large tourist market. Tourism also greatly contributes to GDP growth, because its share amounts directly between four per cent, and about 11 per cent indirectly, which makes nearly one third of all EU export services. As a consequence of the first global financial crisis in the 21st century, the long-lasting recession that is still present in some countries, there have been certain changes and adjustments that determined the future development of tourism policy in the EU. Facts about multiple importance of tourism in the EU: tourism was accepted as an important development factor relatively late, and as such included in the EU legal framework. The main reasons for this are constitutional barriers to transfer of national competence on the authorised EU bodies.
