Sažetak
U ovoj knjižici donosimo izlaganja održana na okruglom stolu u Malinskoj 27. kolovoza 2015. godine u povodu 25. obljetnice donošenja prvoga hrvatskog Ustava, a čiji je Nacrt izrađen u kolovozu 1990. godine upravo u Malinskoj te prozvan „Krčkim ustavom“. Doc. dr. sc. Tomislav Galović knjižicu je uredio i napisao "Uvod: 25. obljetnica hrvatskog Ustava i njegova krčkog Nacrta (1990. – 2015.), a prof. dr. sc. Branko Smerdel, predstojnik Katedre za ustavno pravo Pravnog fakulteta Sveučilišta u Zagrebu, napisao je "Predgovor: Za povratak idealima krčkog Nacrta božićnog Ustava". Nakon predgovora nalaze se pozdravne riječi Darija Vasilića, gradonačelnika Grada Krka, Roberta Antona Kraljića, načelnika Općine Malinska-Dubašnica i dr. Milana Radića, predsjednika Povijesnog društva otoka Krka. Zatim slijede priopćenja koja su na okruglom stolu iznijeli Marina Valković (Osnivanje političkih stranaka na Krku 1989./1990. Počeci višestranačja na otoku s posebnim osvrtom na Vrbnik), Anton Katunar (Sjećanja saborskog zastupnika na 1990. godinu), doc. dr. sc. Anton Bozanić (Crkvene prilike na otoku Krku u vrijeme nastanka Nacrta hrvatskog Ustava), dr. sc. Duška Šarin (Značaj donošenja hrvatskog Ustava), dr. h. c. Vladimir Šeks („Božićni ustav“), a u kraćoj raspravi sudjelovali su Dragutin Žic, Mladen Juranić i akademik Petar Strčić. Tu su i pojedine fotografije te Prilozi: 1) »Izvještaj o toku i rezultatima izbora za odbornike Skupštine općine Krk, Krk, 11. svibnja 1990.«, 2) »Krčki ustav« – rukopis Vladimira Šeksa iz kolovoza 1990., 3) »Prijedlog Nacrta Ustava Republike Hrvatske (radni materijal). Radna grupa Komisije za ustavna pitanja Sabora, Krk, 15. kolovoza 1990.«, 4) Biografije četvorice krčkih zastupnika prvog demokratskog saziva Sabora Republike Hrvatske (od 1990. do 1992. godine), 5) Članak prof. dr. sc. Smiljka Sokola »Nacrt prvoga hrvatskog Ustava pisan je u Haludovu« (2006.).

Constitution of the Republic of Croatia and Its “Krk Draft” (1990) Edited by Tomislav Galović Preface by Branko Smerdel In this work we include lectures given at a round table organized in Malinska on 27 August 2015 on the occasion of the 25th anniversary of the adoption of the first Croatian Constitution whose initial draft had been crafted in August 1990 in Malinska and is, therefore, known as the “Krk Constitution.” This work has been edited and includes an introduction by Assistant Professor Tomislav Galović, Ph.D., and a scholarly text, „Foreword: For a Return to the Ideals of the Krk Draft of the Christmas Constitution, “ written by Branko Smerdel, Ph.D., a full professor, head of the Chair of Constitutional Law of the Faculty of Law of the University of Zagreb. The Foreword is followed by the opening addresses of Darijo Vasilić, mayor of the Town of Krk, Robert Anton Kraljić, head of the Community of Malinska-Dubašnica and Dr. Milan Radić, president of the Historical Society of the Island of Krk. The next portion of this work contains reports made at the round table by the following participants: Marina Valković (The Establishment of Political Parties on Krk 1989/1990. The Beginnings of the Multi-Party System with Special Regard to Vrbnik), Anton Katunar (Memories of an MP of the Year 1990), Assistant Professor Anton Bozanić, Ph.D. (The State of the Church on the Krk Island at the Time of the Creation of the Draft of the Croatian Constitution), Duška Šarin, Ph.D. (The Significance of the Adoption of the Croatian Constitution), and Vladimir Šeks, Ph.D. h.c. („The Christmas Constitution“). Dragutin Žic, Mladen Juranić and Academician Petar Strčić participated in a short discussion. Also included are a number of photographs and four contributions: 1) “A Report on the Course and Results of Local Elections for the Members of the Assembly of the Community of Krk, Krk on 11 May 1990” ; 2) “The Krk Constitution“ – a manuscript by Vladimir Šeks, August 1990 ; 3) “A Proposal for the Draft Constitution of the Republic of Croatia (working material). Working Group of the Commission for Constitutional Issues of the Parliament, Krk, 15 August 1990” ; 4) biographies of four MPs from Krk of the First Democratic Assembly of the Croatian Parliament (1990-1992) ; and 5) a paper by Prof. Smiljko Sokol: “The Draft of the First Croatian Constitution was Written in Haludovo (Malinska, Island of Krk)” (2006.).
