Sažetak
The report states the importance of sober driving as a general recemmendation, especially for young drivers and professionals. It is also about dangers of fatalities under the influence of alcohol (the higher the promiles, the greater risk) and the necesity of unrestricted powers to alcohol breath test, especially during weekwnd nights. The necessity of clear educational, re-educational and therapeutical rehabilitational measures with offenders is also emphaissed, especially with recidivists (motor cyclists are more jeopardized). It takes into consideration the necessity of other legal actions (licence suspensions, vehicle impoundment, and ignition locks), higher and more common fines and prison sentences, and maximum blood alcohol concentration limit of 0.2g% which will be implemented in the EU in 2010.
