Sažetak
The question of election of deans in public institutions in the Republic of Croatia is primarily regulated by the Act of Institutions and the Act on Scientific Activity and Higher Education. In our paper, the emphasis will be on the (non) transparency of the election of deans at colleges. Governing bodies in these institutions are dean, professional council and governing board. The governing board has five members and the founder appoints three members. That fact is very important in the process of election of the dean because governing board can work against the will of the employee of the institution.
