Sažetak
The most serious form of sanctions for units of local or regional self-government is dissolving its representative bodies on the basis of the Act on Local and regional self-government. In that case, Government of the Republic of Croatia will appoint commissioner and in 90 days will announce new elections in that unit. When commissioner is appointed, the municipal prefect, mayor or county prefect as well as the authorities are considered dismissed and their powers are taken over by the commissioner. It is evident that commissioner is taking authority of the executive and legislative body which disrupts the fundamental principle of separation of powers. In this paper authors will stress issues of this legislative solution, with emphasize on authorities of commissioner.
