Sažetak
It is clear that climate change is caused by economies that are founded on fossil fuels. However, the Paris Agreement, which purpose is to limit “the increase in the global average temperature to well below 2°C above pre- industrial levels“ ; in its core is concentrated on consequences (“climate change”) and not causes of global warming (“high carbon economy”). Namely, the climate system is not “a boiler which will be heated by 2°C after which we could turn off the world economy”. Therefore, the climate system cannot be controlled and because of that a whole new approach to this problem is needed, in a way to directly act on the cause („high carbon economy“) because we cannot influence the consequences (global warming), where it is important to emphasize that no one knows whether the climate change will unfold slowly (slow global warming, slow melting of the icebergs, slow sea level rising, etc.) or will it quickly come to impetuous changes which could lead to cataclysm. By doubting the Paris Agreement realization (even under the assumption that it will be signed by all countries) and understanding the dangers that sudden climate change brings ; with this paper a radically new technology Seawater Steam Engine (SSE) is presented, which could completely reorient “high carbon economy” into “green economy” and it would be available to both developed countries and less developed ones. SSE technology can be simultaneously and continuously (throughout the whole year) produce both energy and drinkable water from renewable energy sources and seawater (or other unclean water sources: rivers, lakes, etc.), in that way it could enable the building of completely sustainable communities, i.e. the communities that are not dependent on outside energy sources and drinkable water. Given that it’s about a technology that for only one input (RES energy) can give two outputs (energy and drinkable water) that the technology would be cheaper right from the start than any other technologies that separately produce energy and drinking water. On the other hand, the calculations which show that in the next 15-30 years with the SSE technology, the total needs of mankind for energy (24, 441 TWh) and drinking water (244 km3) can be met and save up to 20 Gt of C02, point to the conclusion that it is the most powerful technology which can be used on today’s level of technological development of mankind to fight against climate change and which could become the foundation of green economy. The paper also shows the dynamic of the increase in the application of SSE technology and the consequent dynamics of reducing CO2 emissions into the atmosphere (by “S” curves). In order for new technology to solve the problems of climate change which is the same for all countries, an agreement of developed and less developed countries is needed, but on some other principles, that is to act on reorientation of high carbon economy (which are the cause of global warming) to green economy. With that some economies would not be weakened (and as a consequences loss of jobs in those economies) and others strengthened, but all countries would still develop in a more even way. On the bases of calculations from previous papers of the authors of this paper, for the reorientation from high carbon economy to green economy a total of 1% of GDP should be set aside by all countries , while more developed countries should set aside another 1% of GDP for those countries that are less developed. In that way it could be acted upon the cause of climate change, then a completely sustainable communities can be achieved and consequently the climate change would be stopped.
