Sažetak
This article describes the way to initiate administrative proceedings ; at the request of the party, ex officio, exceptionally by public announcement and gives an answer when the proceedings are deemed to be initiated. The request for the initiation of a proceeding may be submitted by the party directly to the public body or verbally to the record, or party may send such request by mail or by electronic means. The deadline for resolving of the administrative matter is running from the moment of duly submitted request. Ex officio procedure is initiated in two cases, when it is prescribed by law and in the interest of the protection of public interest, which is considered to be initiated when the official commits any action with the purpose of conducting the proceedings. Initiating proceeding by public disclosure procedure is a kind of initiation of an ex officio procedure which is applicable when parties are unknown or when such a procedure is prescribed by law. The method of public disclosure announcement is also described.
