Sažetak
In the paper the concept of systematic entrepreneurship as marketing resource development strategies in South Eastern Europe is introduced and discussed. Systematic entrepreneurship is a group of measures enabling everyone to grasp the idea of entrepreneurial spirit. It consists of a network of various institutions and their decisions (local government, Ministries, Chamber of Commerce, Banks, Universities) inciting the entrepreneurial development and regional development. The case of Rijeka region was used as a model to argue benefits and obstacles.
