Sažetak
The basis for the workshop was the initiation of scientific cooperation between the University of Applied Science Zagreb, Croatia and ITK Engineering AG, Rülzheim, Germany. The aim of the workshop is to prepare establish a "Institute for Cognitive Cybernetics East Europe" (abbreviated ICCEE) as a bridge between research and teaching and business and politics in the field of cognitive cybernetics. The cooperation includes conceptualisation, foundation, management and operation of the institute as well as joint market development, personnel development and solution development in the field of cognitive cybernetics The institute is to become the largest research organization for application-oriented research in Europe in the context of cognitive cybernetics. The fields of research focus on the needs of the people: health, safety, communication, mobility, life, urbanity, production, energy and living environment. The institute sees itself as a technology provider, is creative, develops methodology and technology, develops human-friendly solutions, improves existing procedures, opens up new avenues, invents and shapes the future already today. The co-operation includes the following tasks: 1. Development of a start-up concept (legal form, capitalization, localization, contracting, initial equipment, etc.) 2. Implementation of the formal formation by the conclusion of the partnership agreements in 2017 3. Official foundation and opening of a representative office in Croatia in early 2018 4. Start of business in the first quarter of 2018 The Institute shall be responsible for the following tasks over the next five years: 5. Support for the content of the global Cognitive Cybernetics course 6. The medium to long-term occupation of research fields: mobility and transport, production and services, health and the environment, protection and security, communication and knowledge, energy and raw materials 7. Acquisition of close to business and application-oriented research projects for the long-term financing of the institute 8. Provide an optimal framework for research and development as an interface to policy-makers and multipliers 9. Transfer of technology between research, business and politics 10. Development and establishment of a stock exchange for the exchange of scientists and students in research and development projects 11. Public relations with a focus on Eastern Europe 12. Collaborate with the partner universities of the evolving "Community Cognitive Cybernetics" (CCC) 13. Planning and conducting international conferences The vision of development would include areas of Transhumanism, Bioethics, Singularity and Extropy These plans are based on the collaboration of visiting professors (Dr. Haun and Dr. Balaž, on the course Intelligent Systems of the Electrical Engineering Department of TVZ), and the announced expansion of cooperation by including: National University of Vietnam & Hochschule Offenburg, Germany.
