Sažetak
The relationship between humans and water is one of the crucial complexity and interdependency. Not only water scarcity and floods can cause social instability, but also power relations, institutional and technological changes can cause water scarcity and floods.The modern concept of flood risk assessment and management combined with uncertainty analysis includes new ideas and approaches to hydraulic and hydrologic modelling, model calibration and validation, as well as measures for flood mitigation and cost- effectiveness of these measures. The European Union (EU) Floods Directive is an attempt to implement a risk-based approach to manage floods at EU scale in order to improve resilience. The Directive recognizes the entire flood risk management cycle focusing on prevention, protection and preparedness.
