Sažetak
The aim of this paper is to synthesise main issues of existing knowledge on recidivism phenomena due to the lack of comprehensive studies and due to the fact that related studies are either nationally or issue – limited. Essential concerns address non- comparable data worldwide, discrepancy in defining and measuring recidivism and diversity of penal philosophies dealing with tertiary crime prevention set up on a continuum that extends between punishment and rehabilitation approaches on an international level. The paper also considers requirements for the implementation of effective penal and aftercare rehabilitation programmes tailored for specific groups of recidivists based on the offender‘s level of risk and criminogenic needs. More randomised trials are needed to evaluate the effectiveness of the programmes. Only evidence- based programmes should be implemented.
