Sažetak
The fight against corruption as important segment of the rule of law concept represent major topic within the EU’s conditionality towards both candidate and the Eastern Partnership countries. In Croatia the institutional and legal framework for combating corruption was constructed during the accession process in strong cooperation with the EU. In words of the European Commission Croatia has put in place a satisfactory institutional and legal framework for combating corruption. Still, after becoming 28th member state of the EU some reports point towards certain backsliding in anticorruption efforts. This affirms concerns about weak ownership of such reforms and underlines the necessity for stronger insistence upon these issues for all countries aspiring closer ties with the EU. In Moldova the EU’s capacity to exert strict conditionality in all areas has been weekend by the fact that as Eastern Partnership country Moldova lacks the EU membership incentive as reward for successful implementation of reforms. Despite this, Moldova responded to the EU’s conditionality and made certain progress in fighting corruption. This was due to visa liberalization and signing of the Association Agreement which represented tangible rewards for invested efforts. Now however, that these targets were achieved, the question remains how the country could be motivated to pursue on the path of reforms.
