Sažetak
The communism collapse in Eastern Europe and the end of the Cold War have created, also in Romania, the prerequisites for the transition from an isolated country on the international plan to a country with deep transformations in all areas. Thus, after the Revolution of 1989 by issuing decrees and regulations of the National Salvation Front to demolish the structures of the totalitarian communist regime in Romania it was started a long process of public administration reform. In this process it was tried to lay the foundations of the state law and the principles of applying democratic pluralism and multiparty system of separation of powers balance, local autonomy and decentralization, of the law supremacy. In the first part of the paper are presented the principles and objectives of the Romanian administration reform and the reform strategy for the period 2000-2020, while the second part focuses on the role and importance of quality management in public organizations. If the role of public administration until 1989 was to provide a certain number of services of public interest, currently its mission is to provide quality public services so that they lead to a high degree of public satisfaction or consumers of public services. Therefore, this shows that for public institutions the quality, respective the quality management can be considered "milestones" in enhancing the degree of satisfaction for the public service consumer and also in controlling and evaluating internal processes of public institutions' activities. Analyzing the necessity of the reform in the Romanian public administration after 1989 and the principles and objectives underlying the Strategy to strengthen public administration in 2014-2020, we can say that the system of public administration in Romania is in a continue change and modernization that requires a specialization of the structure of public functionaries and the introduction of a quality management dimension throughout their field.
