Sažetak
In last 20 years, priority setting in mine action, i.e. in humanitarian demining, is becoming more and more significant topic. Since mine action projects require management and decision-making based on multi-criteria approach, Multi-Criteria Decision-Making methods like PROMETHEE and AHP have been used for priority setting worldwide. However, from mine action point of view, where stakeholders in decision-making process of priority setting are project managers, local politicians, leaders of different humanitarian organizations, or similar, application of these methods can be difficult. Therefore, a specialized Web-based Decision Support System (Web DSS) for priority setting, developed as a part of the FP7 project ‘TIRAMISU’, has been extended with a module for development of custom priority setting scenarios with very user-friendly and easy approach. The idea of this research was to simplify approach to the Multi-Criteria Analysis based on PROMETHEE method. Therefore, simplified approach to the PROMETHEE method based on statistical analysis for automated suggestion of parameters like preference function thresholds, interactive selection of criteria weights, and easy input of criteria evaluations has been presented in this paper. The result is Web DSS that can be applied for priority setting in mine action worldwide. Additionally, the management of mine action projects has been supported with module for providing any kind of spatial data based on the geographic information system (GIS). In this paper, benefits and limitations of simplified approach to the PROMETHEE method have been presented on the case study of mine action projects, and some directions for the further research are given.
