Sažetak
This paper aims to explain the factors behind the incomplete transfer of equal treatment legislation into Slovenia's Equal Opportunities and Anti-discrimination Laws. The transfer resulted in an institutional makeup which is highly contested: both intra- and internationally. Instead of a fully functioning independent Equality Body, Slovenia established an Equal Opportunities Advocate as part of the Government’s Equal Opportunities Office. Due to the inappropriate transposition of Equality body regulations, Slovenia has received Letters of formal notice and Reasoned Opinions from the EU Commission – on more than one occasion. Though these have served as instigators of legislative reform (for instance the amendments to the Anti-discrimination Law in 2007), the institution of the Advocate, established in 2003, remained troublesome until this day.
