Sažetak
Political parties in Croatia have been regulated by the Constitution since December 1990. The relevant regulation concerning organizational party issues which is rather scarce and liberal, was set up at the very beginning (in the 1990 and 1993 party laws) and it has not changed much since then. All parties in Croatia have similar requirements for enrolling new party members, which concern citizenship status, minimum voting age, legal capacity, membership exclusiveness and commitment to accept party program and statute. Unlike legal regulation of organizational aspects of party life that has been set up rather early and left to parties considerable range of organizational freedom, regulation of party finance has determined party activities in a much severe way, especially since recent legal changes. In the recent years Croatia was transformed from a polity that only loosely regulated party money into the state that uses almost all known legal restrictions and regulations of the party finances. Finally, party leaders are regularly emphasized in party statutes as distinct bodies of their own and they enjoy the widest party support that gives them an unprecedented legitimization and authority to act as the ruling monarchs.
