Sažetak
The main postulates for designing successful policies are established and explained in the paper. Special attention is given to the policy evaluation and its integration already in the policy design phase through theory-based approach. An overview of methods used for evaluation of policy instruments’ impacts in terms of saved energy is given. It is followed by the proposal of a method to take into account time dependency of instruments’ impacts, which is based on the innovation diffusion theory. An overview of methods used for evaluation of policy instruments’ impacts is given in this paper. Presented is proposal of a method to take into account time dependency of instruments’ impacts. Theory-based approach usefulness in depicting the complexity of implementation has been clearly demonstrated on the example of newly proposed energy efficiency measures for Croatian households. For every step in the process indicators are defined and success or failure ‘values’ of these indicators determined.
