Sažetak
The Defence White Paper is intended to represent the first creation of the defence system of a country, i.e. a vision of the system in all its aspects. The creation of such a vision is a complex task. For the realisation of that task, one of the most essential assumptions is the existence of an institutional system of management with indubitable competences in all segments and functions, and especially in strategic planning and in following the technical and technological development. On the other hand, the first creation (vision) of the defence system has its continuation in the second creation, i.e. its physical realisation. The holder of the realisation of the defence system is also an institutional system of management in whose structure besides the operational and tactical component dominates the technical and technological component as well. The paper points to the need for strengthening the technical component in the structure of the institutional system needed for the realisation of the first creation, and even more needed in the process that follows in its second creation, i.e. its realisation. The paper also emphasises the importance of the transparency of the entire process of the defence system renewal and remodelling for achieving socio-economic effect.
