Sažetak
The development of transportation logistics and advanced virtual logistics systems is closely related to the development of telecommunication networks and services. The exploitation of telecommunication traffic routes is experiencing a fundamental transition under the influence of technical and technological development, restructuring of sectors and liberalisation of services supply. Candidate countries for joining EU have different levels of development of telecommunication systems of fixed and mobile networks, with variant regulations and the position of regulatory bodies. This paper studies and comparatively analyses the current solutions of the telecommunication regulations in Croatia, Slovenia, Bosnia and Herzegovina, Lithuania, Slovakia, and other Central and Eastern European Countries (CEE Countries), that is, countries waiting to join EU. An overview is given of the structure changes related to legal and organisational modelling of institutions, personnel education, and controlled implementation of functional regulations. Strategic guidelines are recommended in order to adapt the current regulations and competence of regulatory bodies considered through interweaving segments with the government subjcts. A crucial mistake in the previous process of deregulation and demonopolisation is the "shareholder" orientation instead of a wider "stakeholder" orientation.
