Sažetak
Development and deployment of Intelligent Transport Systems (ITS) became the most important technological and infrastructure project at the beginning of 21st century. The paper discusses the conceptual approach and prerequisites for effective design and deployment of national Intelligent Transport Systems (ITS) in European transitional countries. The basic thesis is that successful ITS development and deployment require specific holistic but country specific design of ITS architecture as a structure framework for defining, planning and integrating intelligent transport systems. Strategic actions at national level which must precede partial ITS implementation projects of network operators, city authorities etc. Possible ITS architecture development phases are described and associated with metalevel system structures (functional, physical and communications architectures). Formalised model is defined for selecting ITS services from different stakeholders' aspects. Strategic guidelines for effective ITS development are suggested.
