Sažetak
A process of designing and organising of government bodies and transition to market system is expected in the field of telecommunications and post. Since the process requires preparation of numerous legal standards and consolidation of the gevernment administration, it will proceed in phases, parallel to the upgrading of law, espacially because liberalisation of telecommunications and post requires new legal principles, which have been formed at the world level in the last year. In Croatia, the postal service providers have already been separated from the telecommunications service providers, and the precodntition for liberalisation of telecommunications and post is strict separation of the regulative from the operative functions, not only on paper but also in practice. Settling interrelationships between telecommunication service providers cannot be left to market action, since market mechanisms have not been developed sufficiently yet. The law has to be flexible, in order to follow easily the fast market and technical changes.
