Sažetak
Public Health Information System manages more than 33 registries, which have long been unconnected and unharmonised with data models and common part of information. A large number of public health reports had been prepared by manual data processing and connecting datasets from different registries had not been automatic. The goal of developing the National Public Health Information System was to create technical preconditions for the improvement of national public health registries performance with the aim to advance new analytical options and improve registry purpose (trend: surveillance outcomes measuring) whilst enabling autonomous system management and changes by reducing registration, data entry and other administrative work in all health organizational units, eliminating data redundancies, connecting with basic governmental registries, sharing services, safe data exchanging, reducing postal communication, and managing data safety and privacy protection. Technical, semantic and process preconditions for new modes of operation have been established with project implementation, and continuing changes include further management (agreements with stakeholders, system promotion, commitment), legal (changes in legislation) and organisational/process (changes in operating instructions, internal procedures ; trial run and data source customization) changes and development. Central Health Information System, which is currently managed by the Croatian Health Insurance Fund recently also become an important information source of the Public Health Information System. This system includes all family and general medicine offices, paediatric, gynaecologic and dental medicine offices, pharmacies, primary care laboratories and specialist consultancy health care services. All system participants send real-time data to central database, which provides monthly updates to Public Health Information System databases. However, as in many other EU countries, eHealth projects and public health information practices still do not develop simultaneously and concertedly In Croatia. The focus of the processes is more often implementation rather than information, i.e. management of changes is not efficient enough. Efforts to achieve harmonisation of these segments will therefore represent our next challenge.
