Sažetak
The discussion will present an overviw of the croatian-italian bilingual reality and the main theories regarding policies and ideologies of Italian teaching schools in the Region of Istria (Croatia), in relation to language education policy profiles of European perspectives for the promotion of plurilingualism and intercultural education. The Statute of the Region and other legislative regulations will be also taken into consideration. Considering the pluricultural and plurilingual status of Istria (with the majority of Croatians, Slovenians and Italians, among others), the territory is characterized by a regional bilingualism/plurilingualism that has to be valued and developed as the area becomes a bridge between the (neo)latin (romance) and the slavic world. It is relevant to clarify the linguistic policies, procedures and the position of school population in relation to the forthcoming inclusion of Croatia in the European Union and its role in maintaining the Italian identity in Croatia. Critical reviews of literature and a description of documented major theoretical perspectives related to the current state of bilingualism in the Istrian region (Milani Kruljac 1990, 1992, 2003 ; Scotti Juric 1998, 2004, 2005, 2007, 2008 ; Filipi 1987, 1988-89 ; Orbanic 1989, 1990-1991 ; Bogliun Debeljuh 1989, 1992 and so forth) will be presented, as well as the practical perspective of language ideology and use during formal and informal communicative situations of young croatian- italian bilinguals (family and peer-group informal interaction ; student-teacher and student-student formal interaction at school ; public social sphere). The presentation will include the linguistic strategies and typological features of acquisitional bilingualism in the family context, the current situation of mixed-language use marked by frequent interference and code-switching and the diglossic use characterized by more or less divergent linguistic (attitude) functions and even if pragmatically appropriate to the context, more or less regardless of the grammatical rules and other norms. A frequent use of intereference and code-switching represents the appeal for discursive strategies with clear and distinct interactive pragmatic functions: the linguistic economy, quotation of direct speech, for gaining stylistic or humorous effects, for filling the (different types of) gaps, and so forth (with examples taken from the examined corpus of linguistic use of young Istrian plurilinguals). The advantages of the existing language policy will be discussed, including the implementation of intercultural acceptance towards the European aim to promote a global and coherent approach to plurilingual language learning and teaching (Committee of Ministers on The use of the Council of Europe's “Common European Framework of Reference for Languages”).
