Sažetak
For the purposes of the management of EU funded projects in Croatia which oversees Ministry of Regional Development and EU Funds is developed a multilevel model for project management within the EU programs. Strategic level of management is related to projects in preparatory phase with an estimated budgets by sources of funding, a tactical level management refers to the approved projects with detailed procurement procedures and undistributed budget by type of contract and operational level where the budget is distributed by each contract and is monitored to the level of the bill of quantity item, at least, on the monthly basis. A single data structure is established in Oracle Primavera P6 Enterpise Project Portfolio environment with dedicated transactional database that is used for synchronization and consolidation of data and reporting. The data structure provides a "top-down" budgeting and “bottom-up” reporting, i.e. from operational level that corresponds to PIU, consolidated data provide reports to the tactical level for the responsible persons in the responsible ministries and state agencies to strategic level competent Ministry of Regional Development and EU Funds. Based on monitoring the performance of projects, programs and portfolios the main benefit is achieved in the quality of management capabilities for long term business planning for the budgets that have to follow the rules of utilization of EU funds and which allow rebalancing funding sources on the level of the measures and the operational programs.
