Sažetak
The Croatian coast of the Adriatic Sea is a specific and unique area. It is a well-indented coast with more than 1, 200 islands in a relatively small space of 55.349 km2. In this area there is a high level of human and natural activities. This area, regarding to protection of environment and natural resources with level of human activities, is ideal for volunteered geographic information (VGI) and citizen science. Marine spatial data infrastructure (MSDI) in Croatia has not been established yet and there is a range of heterogeneous data. Therefore, this proposal and initiative is seeking for the application of this kind of spatial data collection in the future MSDI. Research about MSDI stakeholders and user’s needs in Croatia resulted with the proposal for data themes that should be included in the MSDI: topography, hydrography, oceanography, biology, maritime affairs, tourism, industry and ecology. However, stated list is not exclusive. Suggested data themes were determined with suitable ways for the data collection inside citizen science. Besides data themes, we describe the ways of data collection: smartApps, different types of sensors, local government activities, community activities, operators of maritime transport, geosocial networks (Facebook, Twitter and Foursquare) and viewing stations (such as Citclops). The involvement of citizens in the data collection process within the MSDI requires a certain platform. The model of suggested platform, based on the relevant standards that are already used in the implementation (INSPIRE, ISO, OGC), is also presented. It will be included in the Croatian MSDI geoportal. Important part of aforementioned platform is also the data quality assessment and validation procedure. The evaluation of marine spatial data collected as a VGI is done through the data categorization. A category refers to a quality mark of data for use cases e.g. recovery of an incident situation, identification of the environmental incidents or tourist purposes. Data categorization though quality marks is directed towards MSDI stakeholders. Quality score is in accordance with the standard ISO 19157 data quality. Using this proposal MSDI stakeholder evaluates the data quality and enriches existing data. There is the evaluating data possibility in accordance of the events for which the data is used, indicated in the examples. The proposed data categorization provides guidance to all MSDI stakeholders for using VGI data.
