Sažetak
Many refugees have been transferred and let to pass through the humanitarian corridor along the Balkan route up to February 2016. After that they have been intercepted, detained and readmitted. In the whole period of spring 2015 to spring 2016 both countries have faced numerous challenges related to admittance to territory, reception and assistance in further transit of refugees and other forced migrants. This paper analyses diversities of national policies, Macedonian and Croatian, in managing the refugee flows onto their national territories. That included not only humanitarian measures by the state and non- state actors, but also lessening the protection standards, derogating solidarity and strengthening security measures. In our analysis we describe and compare state responses of Macedonia and Croatia to the situation of so-called 'refugee crisis', analyzing and criticizing specific measures of border surveillance, ethnic profiling, readmission and closing of the Balkan route in the light of (post) EU-Turkey agreement. Our approach is based on desk-study analysis of recent European, national and regional policies and of insights into situation in the field related to reception and accommodation of refugees on the borders or within the reception/accommodation facilities. We posit that situation of borders closing leave people in silenced, emptied and depoliticized humanitarian space where the state could exaggerate its power and control, withdrawing its obligations towards people in need of protection. This stance shift discussion from the security vs humanitarianism discourse towards more encompassing approach of human rights and cultural dimensions of current challenges.
