Sažetak
This paper gives an overview on the theory and policy frameworks for participatory cultural governance supplemented with examples of Croatian practices predominantly led by civil society organizations in culture. These grass-root initiatives create hybrid models of cultural institutions through cultural governance models based on horizontal principles, peer-to-peer relationship and shared responsibilities. It analyzes the gap between policy rhetoric, theoretical discourse and practical operations of the participatory governance in Croatia and considers decentralization process as an approach to re-think the privileged or marginalized positions in the cultural policy and governance discourse. As "another end" to decentralization process and emergence of innovative cultural institutions based on participatory governance practices, paper introduces Katunarić's concept of “new public culture” which is endorsed as plausible direction of transformation of cultural policy, governance and institutions towards more democratic and participative logic.
