Sažetak
Laws and different acts are being proclaimed and policy and infrastructure is trying to keep pace with demands. Heavy load of responsibility for data availability and open access is put on shaky grounds of present human and technical resources. Governmental and public institutions in Croatia are basically just entering into digitalization age (e-projects) and connecting existing ICT infrastructures. But at the same time administration has doubts about acceptance of new principles based on unawareness of the fact that all final products in public sectors are financed by the state budget i.e. citizens, and as such should be publicly accessible. State budget and/or EU founded projects of non-commercial nature should be in the reach of scientific community and general public. Situation shows that no significant amount of data is being reused in space and time, meta-analysed or up-graded by recent research on national level. There is no vertical (national towards local or vice versa) or horizontal (communities partnership) transmission or sharing of research data. Changing that has a potential of savings in money and time, building stronger capacities, enhancing cooperation, training young researchers...
