Sažetak
Nowadays, the effective Information and Communications Technology (ICT) implementation is facing a number of different requirements. One of the most fundamental is that ICT should be aligned with the business needs and strategies to be successful. Regulatory issues also affect ICT requirements. Lastly, the constraint factor of everything is that ICT investment must meet the budgeting constraints of for-profit organizations as well as of non- profit organizations like, for instance, regional self-governments. The regional self- government in the Republic of Croatia is regulated by Law on local and regional self- government and there are 20 counties and the City of Zagreb as regional government units. According to the law, the counties can only deliver services to the customers in strictly defined areas. Thus, Croatian regional self- government can develop in a very restricted way. This paper presents the concept of the new Information system model and the experiences of the ICT implementation in Varazdin County. Modern ICT has been implemented to support key business processes which will increase transparency and decrease corruption within significant ICT budget constraints.
