Sažetak
The Public Administration Reform has been linked to the EU accession process. The reform measures have been mostly formaly implemented, while transformative change is still missing. The current challenges include the development of intrinsic motivation for change which would lead to the transformative effects, strategic approach to the reform, including leadership and coordination efforts, as well as putting the interests of the citizens first.
