Sažetak
During 2014 a large study was conducted within the Enhance Children’s Right to be Safe project in Croatia. It was designed to use integrative approach to evaluate the system for child protection based on Bronfenbrenner’s Ecological Systems Theory. The methodology used was a quantitative study with probabilistic sample of 5720 young people, parents and educational workers ; and a qualitative study consisted out of focus groups with professionals from social welfare, justice, police, health, NGO, local government and media. The purpose of this abstract is to present integrated information’s to determine priorities in development of policies and practices for child protection. The quantitative study shows that the young people perceive that they lack the services and they don’t find the child protection system trustworthy. Parents don’t have enough knowledge to raise their children in accordance with positive parenting approach. Moreover, out of all groups, young people have the most positive attitudes towards corporal punishment and almost 30% of them reported intention to use corporal punishment once they will be parents. Qualitative study indicated that the child protection system in Croatia is more oriented on administration than on child and family wellbeing. Analysis of focus groups showed that main obstacles in respecting right of the child to be safe (UN CRC, art. 19) is lack of effective implementation of relevant legislation. Some of main reasons are: laws are frequently changed and there is lack of human and financial resources in social welfare system. In judicial proceedings child best interests is often violated and not considered. Due to mentioned and other problems, system itself generates further violence towards child. The specifics of these findings will be discussed in the presentation.
