Sažetak
Transparency of public administration is considered to be a cornerstone of good governance and a key principle of the European administrative space. Transparency enables accountability, lowers the corruption levels and enables the exercise of the individual rights of the citizens. The legal framework granting access to information now exists in more than a hundred countries worldwide. The implementation of the access to information law is usually ensured by the independent institutions, such as information commissioners. The access to information institution serves as a watchdog institution ensuring the integrity of the public administration. At the same time, in order to achieve its purposes it has to build and maintain its own integrity. The institutional integrity is ensured by independence and accountability of institution, and its effectiveness in the implementation of the access to information legislation. The example of the Croatian Information Commissioner indicates the instruments of independence and accountability as well as challenges it faces with regard to the effective implementation of the legal framework. Besides good legal framework, other contextual factors, such as regulation of administrative procedure or civil service legislation, as well as the institutional resources in terms of funding and personnel, count for the overall success of the institution in promoting integrity of the public administration and its own integrity.
