Sažetak
The aim of this study is to examine the rise of the dual labour market and growth of the nonstandard or precarious employment in the post crisis period in Croatia. The research is targeted on the activities of the trade unions and the employers which deal with the nonstandard work in its different manifestations. The study focuses on five sectors covered by the PRECARIR project, namely the metal industry, public healthcare, construction, retail as well as the temporary agency work, as sectors that were heavily influenced by impacts of the economic crisis. The agency work is analysed as part of the other four sectors, due to limited activities of Croatian social partners in that particular sector. The study uses a qualitative and comparative approach to analyze various dimensions of nonstandard employment, including low pay, irregular working hours, job security and representation of workers’ rights. The analysis shows that since outbreak of the crisis Croatia introduced additional flexibility in its labour legislation. This primarily concerned the nonstandard types of employment which contributed to further dualization of Croatian labour market. In Croatia the majority of social partner initiatives to regulate the nonstandard employment took place through shaping of the national-level legislation and through collective bargaining. Additionally, in the public healthcare the sectoral trade union was very active in the joint trade union effort to prevent the planned outsourcing of auxiliary services in the public sector by means of direct democracy. In all observed sectors the analysis indicates that Croatian social partners are just initiating the process of formulating more innovative and lasting approaches towards nonstandard employment.
